With advances in Internet speeds you can now video call (back through time and space to pre 'Time War' days, of course) Gallifrey for a quick chat. Those clever little Gallifreyans can obviously go into the future and gather up old Doctor Who episodes (which don't exist yet) and watch them in bed on their laptops. So when an Internet t-shirt maker is chatting to some of his peeps down Gallifrey way (because Internet tee shop people - or at least the good ones - are the sort who watch Doctor Who and are therefore interested in phoning people from Gallifrey to ask them all sorts of dumb questions) he is able to gather episode information and print off designs that have barely made their way out of the writer's head as ideas...The good people at Torchwood obviously keep a close eye on these interplanetary communications to stop things getting out of hand and not let the Time Parallax slip too far out of sync. But sometimes things get through because the Torchwood people are all too busy being hot and good looking, and that is where this tee comes in.
Thankfully its makers held off 'til after the episode was shown in the UK so to avoid an inter-dimensional time rift of some kind. It could have done with a graphic.
